Following the 1967 Six Day War between Israel and Arab States, the UN General Assembly discussed the situation and referred it to the Security Council. The key issue was Israel's occupation and its withdrawal from the land that was acquired through military conquest. From these discussions, UN Resolution 242 was borne. One of the key provisions states, "Withdrawal of Israeli armed forces from territories occupied in the recent conflict." There were long debates as to how to view this statement. The main issue was that the phrase, "from territories" did not mean, "from ALL territories" or "from THE territories." Arab states interpreted this as equivalent meaning and that "from territories" meant ALL territories. The United States chose to interpret it as allowing for minor adjustments. The Israeli government interpreted "minor adjustments" in a more liberal way. The Palestine Liberal Organization chose to reject it entirely.
